Nation takes firm stance to protect arable land China Daily 2004.10.30
The Chinese government is determined to take a firmer stance on land management. Land planning encouraged the use of every available means to limit the transferring of arable land to other uses. Local governments should standardize land prices and negotiate the lowest price possible in accordance with market demand and the country’s current land reserves. New projects should first be constructed on unused land that has been previously requisitioned, and local governments should set new land use quota standards on such land. Excessive land use in development zones and illegal land occupation should be reined in. Economy grows 9.1% in third quarter China Daily 2004.10.23
Expert: Economic performance good, but problems remain to be rooted out
China economic growth slowed further in the third quarter ,with the central government’s macro-control measures to cool the economy taking effects. The economy grew year –on –year by 9.1 percent in the quarter, slowing from the 9.6% in the second quarter and 9.8 per cent in the first quarter, figures from the National Bureau of Statistics indicate. The figure suggest the government’s macro-control measures have achieved significant results. However, some prominent problems existing in the economy have not been fundamentally rooted out. The energy and transportation bottlenecks, the possible rebound in the fixed asset investment and rapid declines in money supply and loans are still troubling. The government should also be alert to further price rises because price pressures are already quite heavy.

Law markers to discuss draft property rights law China Daily 200410.23
The draft law on tangible property rights-also known as real rights- was submitted to national legislators for review on Oct.22,2004. It forms a major part of a new civil code and fundamental property legislation. Real rights are property rights in general, such as real estate rights. They can also be attached to moveable property. There have been a growing number of violations of individual property rights in china due to lack of legal protection. The real rights law right to be voted on at the annual session of the National People’s Congress will play an important role in clarifying property ownership, making full use of property and protecting the rights owners.
